CPB did have a consultation with radio and TV stations and organizations
about this last summer. I participated in the consultation and, as you
might expect, the situation is somewhat complicated. Let me just say
that if you are running your main channel plus 2 HD channels, and one of
those channels is run by students, it is my opinion (and I don't have
this from CPB) that a "substantial majority" of your programming fits
the CPB criteria. I also think the CPB is aware of how many university
licensees will want to turn over one of their channels to students.
And I expect that much more is still to be worked out.

Nice of the CPB Board to, y'know, actually ASK us member stations what
we think about this before "unanimously approving" it.
I have a real problem with this; the point of an HD Radio multicast
channel is that it is, for all intents and purposes, a SEPARATE radio
station...and it should be treated as such. This decision could cut off
many stations from a substantial source of revenue; in some cases no
doubt more than they'd get from a CSG!
Plus I can speak from experience that there are MANY college-owned NPR
stations that either already have or where planning on using a multicast
channel as a way to build goodwill with their parent college's
administration and students by giving it to the student-run station.
