This is an important decision about how CPB will configure programming
on and revenues from second and third HD channels, for the purposes of
calculating station CSGs.
CPB BOARD ADOPTS RESOLUTION CLARIFYING
COMMUNITY SERVICE GRANT ELIGIBILITY CRITERIA
(Washington, D.C.) -- On Tuesday, May 20th, the board of directors for
the Corporation of Public Broadcasting (CPB), meeting in Little Rock,
Arkansas, voted unanimously to adopt a resolution clarifying the
corporation's eligibility criteria for Community Service Grants ("CSG").
Specifically, the Board authorized management to amend the criteria to
ensure: (1) that the substantial majority of the total programming
broadcast by each grantee shall satisfy CPB's program schedule criteria;
(2) that CSG funds shall not be used for programs which do not meet
CPB's program schedule criteria; and (3) that revenue from programming
and related products and services that do not meet these criteria, will
not be included in Non-Federal Financial Support used to calculate CPB
grants.
The Board's action seeks to address the digital technology-fueled
expansion of public television's and public radio's capacity to deliver
multiple streams of programming and other information in addition to
their regular CPB-qualified schedules, as well as concerns that some of
the additional use may not satisfy the eligibility criteria for
programming that CPB applied in a single-channel world.
