[NFCB] (GEN) t-shirt giveaways

As long as the contest is open to station non-donors as well as
donors, and listeners as well as non-listeners, and there is no
attempt to extract a payment or a donation from people entering the
contest, it's fine. It's fine to allow online listeners to
participate.
