[NFCB] (GEN) t-shirt giveaways

We have a programmer who started a new contest to give away t-shirts for
his show.
What he is asking is folks to mail in their names and t-shirt sizes, and
he'd draw randomly a winner.
Any issues with that? I know laws vary by state...
Another question, is it illegal to give away to folks who say are only
listening on-line? Is that restriction an issue?
