They don't require contracts for airing his commentaries, but the 
agreement is that stations can run it if they agree to run the 
underwriter.  Only if you ask do they say that they only "prefer" that 
you run the underwriter.

The point is that what they are calling an underwriter isn't legal for a 
non-commercial station to air, and they shouldn't be representing it as 
such.  Many of the stations that air him probably don't have the 
resources to monitor every airing.  They shouldn't have to if they are 
trying to support his financial viability by airing his underwriters.

hopefully will have more of an impact than individual stations.
